Quality System Procedures

Purpose
To establish effective
and efficient procedures that will promote achievement of the goals and
objectives of the MDH Task Force SARS.

Note: the MDH Task Force
SARS will be used as a template for future task forces that may be established
for any infectious disease that threatens the stability of the hospital, an
infectious disease that should be avoided in the hospital at all cost in terms
both of admission and transmission.

Definition of Terms
SARS – acronym for Severe
Acute Respiratory Syndrome.
MDH Task Force SARS – a
hospital-wide task force to manage the problem of SARS.

5.1
Organization of a hospital task force on an
infectious disease
Top management realizes
the presence and threat of an infectious disease that will affect the stability
of the hospital.
Top management decides on
the establishment of a hospital task force to manage (to prevent and control)
the infectious disease that may affect the stability of the hospital.
Top management decides on
persons to constitute membership and leadership of the task force.
Top management defines
and communicates the responsibilities and authorization of task force.
Task force meets to
organize itself and starts formulating policies and strategies to achieve
objectives.

Formulation of policies, strategies, and procedures
to achieve objectives of the Task Force
Task force formulates
policies, strategies, and procedures

to achieve objectives in the most effective and
efficient way possible.

through a multisectoral cooperative and
collaborative effort.

within the limits of professional, ethical, legal, and logistic bounds and in
consideration of the culture of the organization and the external clients.

utilizing the eight quality management principles,
namely: customer focus, leadership, involvement people, process approach,
system approach to management, continual improvement, factual approach to
decision-making, and mutually beneficial supplier relationships.
Task Force presents formulated policies, strategies, and procedures to top management for approval and authorization for enforcement and implementation.

Implementation of policies, strategies, and
procedures formulated.
Responsibilities and
authorization of members of the task force are defined and communicated.
Goals and objectives of
task force and policies and procedures to achieve objectives of task force are
communicated to all stakeholders.
Task force enforces
formulated policies.
Members of the task force
implement formulated strategies and procedures with support from leadership of
task force and top management.
5.4
Oversight (monitoring, evaluating, and feedback)
Task force monitors
implementation of policies, strategies, and procedures.
Task force evaluates
results of implementation of policies, strategies, and procedures.
Task force considers feedback and plans and implements improvement and refinement measures.
